Homelessness in California What’s the big deal? In 2017 29% of veterans experiencing homelessness in America reside in CA 19% increase since 2016 Over 11,000 veterans are homeless in CA About 9% of total homeless in CA are veterans Also a 19% increase since 2016 Data from 2017 US HUD Point in Time Count 3

Housing Affordability in California Veterans are severely burdened (SB) by rising housing costs in CA (SB spending more than 50% of income on housing costs) Extremely Low Income: 0 – 30% Area Median Income (AMI) 103,887 veteran households – 74% SB Very Low Income: 31 – 50% AMI 105,658 veteran households – 42% SB Low Income: 51% - 80% AMI 193,067 veteran households – 22% SB Data from American Community Survey, prepared by the National Low Income Housing Coalition 4

Program Overview Proposition 41 passed in 2014 600 million in bond proceeds for affordable rental housing Partnership between the California Housing and Community Development Dept., California Housing Finance Agency, and CalVet. 5

Program Goals Award 75 million annually for multifamily housing for veterans House Veterans at a variety of income levels, with a focus on Veterans experiencing homelessness 50% of the funding serves veterans with extremely low income 60% of the housing permanent supportive housing. Prioritize housing to be developed in areas with especially high concentrations of California’s most vulnerable Veterans while preserving funding for other areas. 7

Veterans Hiring Plan Requirements Sponsors shall make good faith efforts to hire Veterans for the development, construction and related jobs associated with the project. 10
