The “Old” System 1960’s Teachers issued “K-12 All Subject Lifetime Credential” 1970’s Teachers issued subject specific “Lifetime Credential”
In the Recent Past 1980’s until 2003 Preliminary Credential: Given in either MS or SS content area. Good for 5 years. Professional Clear Credential: Required 5 courses above Preliminary Credential coursework. Must be renewed every 5 years.
CLAD Addition 1993 State legislation added Crosscultural, Language and Academic Development (CLAD) requirement to all teachers. Consisted on several courses or passing a state designed test. Intended to train teachers in ELL methods.
CLAD Authorization A CLAD certificate authorizes a teacher to work in either an English Language Learner (ELL) or Sheltered classroom. Really intended for the content classroom teacher to teach sheltered content courses.
AB 2042 1998: Assembly Bill 2042 Created the Preliminary Level I and Induction (Professional Clear) Level II Credential. Required ALL Teacher Education Programs to follow the same standards. Embedded CLAD into the Level I credential.
The New Process - 2042 One year of professional preparation leading to the preliminary credential (the 5th year) Embedded performance assessment for recommendation for a preliminary credential, Teaching Performance Assessment (TPA) Two years of induction for a professional credential (like BTSA) Both credentials authorize teaching English Language Learners

Teaching Standards Aligns the California Standards for the Teaching Profession (CSTP) for veteran teachers with the Teaching Performance Expectations (TPE) for pre-service teachers. CSTP has about 300 elements. TPE has about 150 elements.

What is a TPE, exactly? What is a Teaching Performance Expectation (TPE)? A teaching performance expectation is a valid statement describing an integrated set of pedagogical tasks, knowledge, and abilities, that is significantly related to a major segment of a teaching job that preliminary teaching credential candidates should know or be able to do.
So What’s the New Process? Receive Bachelor’s Degree Complete 5th year of Professional Preparation - receive Level I Preliminary Credential. Get a teaching job!!! Complete two year Induction/Support Program for new teachers - receive Level II Professional Clear Credential. Complete 150 hours of Prof. Development every 5 years to renew credential.
Your Student/Intern Teaching Year A year-long fieldwork experience. The University certifies you have met all requirements of the TPE’s. State certifies that you pass a Teaching Performance Assessment (TPA)
Teaching Performance Assessment (TPA) What will the TPA measure? Teaching Performance Expectations (TPEs) during a “Teaching Event” cycle. WHAT? This is an in-depth look at your “real” teaching.
How does the TPA Look? It looks like Teaching!! Takes place over a one week period near end of teaching year. Has four parts: Planning, Practice (video taped), Assessment, Reflection.
What if I leave CA? AB1620 (Scott) codified the Reciprocity status of CA and other states. NASDTEC (http://www.nasdtec.org ) is a national clearinghouse of reciprocity contracts. Many states honor one another’s teaching credentials.
