THE REHABDATA WORKGROUP WILL Analyze VR data in the context of its relationship to WIOA performance measures, other VR program measures, and impact of the VR program; Develop tools/metrics that all State VR agencies may use to gauge performance and make the data user-friendly and relevant to all VR professionals; and Assist the Rehabilitation Services Administration (RSA) in identifying what data RSA can provide, on a regular basis, to all State VR agencies to help assess and inform decisions related to service delivery and performance of the VR program. 2

EMPLOYMENT RATE AT EXIT & POST-EXIT DATA TOOL The Employment Rate at Exit and Post-Exit Data Tool includes data State VR agencies reported across Program Years (PY) 2017, 2018, 2019, and 2020. The tool is intended to Provide National and State-level Exit and Post-Exit Employment data to all VR programs; Provide a resource for State VR agencies to analyze their employment data, compared to National rates, similar States and/or agencies, and a variety of additional ways; Share a pre-populated tool that any VR program can use, including those who may not have the support of data/technology experts to build a similar tool in-house; Provide data to help State VR agencies analyze their employment rates and baseline post-exit employment rates; and Showcase data from the Other Measures That Matter #1: Sustaining 5

EMPLOYMENT RATE AT EXIT & POST-EXIT DATA TOOL (continued) The Tool is NOT intended to Replace WIOA performance accountability provisions, regulations, or sub-regulatory guidance; Replace the need for VR programs to analyze their RSA-911 data using their case management system (CMS), other reporting resources, quality assurance activities, etc.; Tell the whole story related to employment rates, outcome data or other agency requirements (e.g., internal controls: source documentation, policy/procedures, staff training); or Imply quality or maximum potential of VR program participants. Employment rates simply show whether a participant is employed. 6
