Community of Meter Asset Providers Community of Asset Providers was set up in 2011 to ensure MAP attendance at industry groups to address the MAP concerns future requirements in meter markets Current participants of the Community are shown below. Meter Asset Provider A MAP essentially finances the metering asset and some installation costs in the gas and electricity markets The MAP is the owner of the meter and receives rental from the Supplier Where the MAP is directly contracted with the Supplier, the meter asset is provided to the Supplier who passes to the MAM for installation and maintenance. The MAP can have a relationship with many MAMs An organisation may be a MAP and a MAM or just a MAP Even where the MAP is within an organisation with a MAM the MAP still provides meters to other MAMs 4
Key issues faced by MAPs The lack of timely access to / provision of essential and accurate data. This lack of data leads to the inefficient management of the meter asset not just for the MAP but for other parties e.g. Supplier and MAMs The inefficient management is adding costs to the industry through rental billing issues, disputes, reconciliations and risk premiums. 5
Actions taken to date to address the data issue MAPs submit the same portfolios of meter points to all Suppliers and MAMs requesting information. This is an inefficient and ineffective process. MAPs have raised the data-flow process issues through SPAA to improve data flows between MAMs, and Suppliers and MAPs. MAPs have raised data access request through SPAA to obtain access to the data held on UK Link systems. SPAA advised this was not possible without a supporting modification to the UNC The issues faced by MAPs for the future regarding Smart meters have been raised at senior level with Ofgem and DECC and the Smart Metering Implementation Programme. 6
Modification 422 Creating the permission to release data to Meter Asset Provider organisations The purpose of this proposal is to create permission in the UNC for data to be provided to MAPs. The data is: - Asset data o Meter Serial Number o Meter Model o MAM id o Meter installation date o Meter removal date - Supply meter point data o Meter point status o GT id or iGT id - Supply data o Shipper shortcode and full name o Supplier id and full name o Confirmation effective date 7
Modification 422 Creating the permission to release data to Meter Asset Provider organisations A permission route for MAPs could be via changes to UNC V5.5.2 to add another category for MAPs similar to (g), with the data defined in an annex (other routes may be available a GT legal view would be helpful). A confidentiality agreement would be in place between the MAPs and GTs clearly defining the Data and Permitted purpose. The confidentiality agreement would extend to Shippers / Suppliers being able to take action against a MAP under the Contracts (Rights of Third Parties) Act 1999. MAPs would enter into a contract with Xoserve for the services The service envisaged is that MAPs would submit portfolios of MPRNs to Xoserve, with Xoserve providing a completed portfolio. 8
Modification 422 Creating the permission to release data to Meter Asset Provider organisations Confidence in service provision MAPs register with SPAA, only MAPs registered with SPAA will be entitled to the service (Xoserve control check and requirement of contract between MAP and Xoserve). Confidentiality agreement with GTs – data and permitted purpose defined. Data is only used by the MAP for the purpose of the MAP business, data is not passed outside the MAP business or used for any other purpose. Modification 422 seeks to enable access to gas data for MAPs 9
Summary MAPs are a vital part of the gas and electricity industry Issues faced today are a significant order of magnitude greater for the Smart metering world. Access to data will improve the efficiency of operation of the MAPs and MAP services to other organisations, and the roll-out of Smart meters. 10
