Credit(s) earned on completion of this course will be reported to AIA CES for AIA members. Certificates of Completion for both AIA members and non-AIA members are available upon request. This course is registered with AIA CES for continuing professional education. As such, it does not include content that may be deemed or construed to be an approval or endorsement by the AIA of any material of construction or any method or manner of handling, using, distributing, or dealing in any material or product. Questions related to specific materials, methods, and services will be addressed at the conclusion of this presentation.
Course Description As an integral part of the Integrated Design Process, commissioning provides the process, verification and documentation of success. This presentation will examine the effective integration of the commissioning process into the Design, Construction and Operation of projects and the specific requirements needed to comply with the 2015 IECC. Specific emphasis will be given to the new ASHRAE Building Commissioning Professional (BCxP) certification and how the ASHRAE Houston Chapter will facilitate the adoption of mandatory commissioning process within our region to Owners, Architects, Engineers, Contractors and Code Officials.
Learning Objectives At the end of the this course, participants will be able to: 1. Understanding current mandatory and voluntary commissioning requirements. 2. Understand the interaction between the Commissioning Provider, Owner, Architect, Engineer, Contractors, Vendors, AHJ and Facility Operators and Tenants, and how all Stakeholder impact healthy and efficient buildings. 3. Understand specific commissioning deliverables and how those milestones create opportunities to minimize project risks and increase building owner and tenant profits. 4. Understand how the new ASHRAE Building Commissioning Professional certification adds value to the Integrated Design Delivery process.
Mission Statements ASHRAE : To advance the arts and sciences of heating, ventilation, air conditioning and refrigeration to serve humanity and promote a sustainable world. Texas PE: Our mission is to protect the health, safety and welfare of the people of Texas by regulating and advancing the practice of engineering through licensure of qualified individuals, compliance with the laws and rules, and education about professional engineering. Building Officials Association of Texas (B.O.A.T.) To provide an association of professionals that are involved with construction code enforcement and development, with the goal to enhance public health, safety and welfare by establishing and encouraging higher standards of uniformity and efficiency in administering and enforcing the adopted building construction and maintenance codes and related ordinances. To cultivate a more practical knowledge of modern building materials, methods and technology.
Commissioning “A quality-focused process for enhancing the delivery of a project. The process focuses upon verifying and documenting that all of the commissioned systems and assemblies are planned, designed, installed, tested, operated, and maintained to meet the Owner's Project Requirements.” ASHRAE Standard 202-2013
Commissioning The Commissioning Process assumes that owners, programmers, designers, contractors, and operations and maintenance entities are fully accountable for the quality of their work. The Commissioning Process begins at project inception (during the PreDesign Phase) and continues for the life of the facility (through the Occupancy and Operations). ASHRAE Standard 202-2013

LEED vs. 2015 IECC LEED v3 Energy Model based on ASHRAE 90.1-2007 (Appendix G) LEED v4 Energy Model based on ASHRAE 90.1-2010 (Appendix G) Texas base code is IECC 2015 / ASHRAE 90.1-2013 Note: Section C102.1.1 allows the code official to deem a project using an “above code” program (including mandatory requirements) to be in compliance with the code. Neither LEED v3 nor LEED v4 would be considered “above code” compared to IECC 2015.

COMMISSIONING ENFORCEMENT The AHJ needs assurance that the required commissioning activities are completed before a permit is issued. The AHJ can request a copy of all the documents for review or rely on the approval and summary documents by the Commissioning Provider and Owner or owner’s representative. Project Requirements before permit – Designation of and approved Commissioning Provider – Commissioning requirements in the project documents – A copy of an acceptable commissioning plan

ASHRAE Building Commissioning Professional (BCxP) The ASHRAE Building Commissioning Professional (BCxP) certification, is an ANSI-Accredited Personnel Certification Program under ISO/IEC 17024 (#1139), validates competency to lead, plan, coordinate and manage a commissioning team to implement commissioning processes in new and existing buildings. The BCxP certification has been recognized by the U.S. Department of Energy (DOE) as meeting the Better Buildings Workforce Guidelines (BBWG).
