Federal Aviation Administration REDAC / NAS Ops Review of FY 2018 Proposed Portfolio New ATM Requirements BLI Number: 1A08D Francisco Bermudez, ANG-C72 March 21, 2017
New ATM Requirements 1A08D What are the benefits to the FAA The New ATM Requirements program is needed to identify new opportunities to improve the efficiency and effectiveness of air traffic management operations. Activities include the research and development of procedures, tools, and systems in support of operational improvements. The service analysis and operational demonstration activities within this program support the development of operational improvements that will increase the number of arrivals and departures at major airports. New ATM Requirements Federal Aviation Administration 2
New ATM Requirements 1A08D What are the Research Goals The New ATM Requirements research goals include: Address the need for harmonizing protocols and standards for enterprise information use both internally and with external agency partners Develop collision avoidance systems for new user classes Integrate weather data into automated trajectory management systems Develop requirements to exchange and synchronize trajectory information between aircraft and ATM systems Develop advanced communications technologies for data exchange between air and ground systems Evaluate cloud architecture to provide command and control services in the future Develop a transition strategy for the possible use of COTS displays as Common Displays in the NAS. New ATM Requirements Federal Aviation Administration 3
New ATM Requirements 1A08D FY19 Planned Activities The New ATM Requirements research goals include: Complete guidance material for the implementation of information services governance. Conduct studies surrounding the operational usage of in-flight icing information support capabilities and determine the performance level of current weather products and develop report. Complete Air/Ground Trajectory Synchronization validation activities. Complete development of the ICAO Class B Satellite SARPS to support Data Communications in domestic airspace. Complete development of IP Standards to support the FAA's Data Comm Segment 2 and Future Communication Systems. Complete draft Security standards development for future ATN/IP Air-Ground Communication Systems. Identify and evaluate NAS Systems potentially suitable for command and control in a cloud environment. Evaluate existing commercial common display/COTS capabilities. New ATM Requirements Federal Aviation Administration 4
New ATM Requirements 1A08D FY18 Planned Activities Develop enterprise governance artifacts in compliance with ICAO standards Develop interoperability requirement of collision avoidance systems Conduct engineering studies and analysis translating weather information into operational impacts Develop and validate weather requirements for National Weather Service (NWS) to improve forecasts in support of FAA operational decision making Develop operational scenarios for synchronization of air/ground procedures Perform Validations Testing of Satellite-based NextGen and SESAR communication requirements with the international community to support Standards Development Conduct Internet Protocol Suite (IPS) prototype measurements to support the development of Minimum Operational Performance Specifications and International Civil Aviation Organization Standards and Recommended Practices (SARPS). These Standards will support the implementation of Future Communications Systems to support NextGen Requirements Develop engineering study evaluating the command & control capability for NAS Systems in a cloud environment Evaluate performance requirements for NAS information systems displays New ATM Requirements Federal Aviation Administration 5
