Background PA EMCS was launched on 16 Dec 2003 – Paperless System implemented at HPA SOP #12 dated 23 December 2003 – Network Usage and Policies EMCS and Web Publishing Guidelines dated December 2003 PA 23 Other HPA offices were not able to sustain the system Signal Family (SGPA, former AMIC and OG6) continued to use the system

Background Upon activation of ASR, use of EMCS expanded to Signal Battalions HPA Letter Directive dtd 02 Feb 2012 on PA EMCS OTIG, PA directed Field Units to use the PA eMail System Directive from G6, PA dtd 10 Jan 2013 – Implementation of Paperless Communication System at HPA Offices
