Vision Mission Values All students prepared for post-secondary pathways, careers, and civic engagement. Transform K–12 education to a system that is centered on closing opportunity gaps and is characterized by high expectations for all students and educators. We achieve this by developing equity-based policies and supports that empower educators, families, and communities. Ensuring Equity Collaboration and Service Achieving Excellence through Continuous Improvement Focus on the Whole Child

Welcome! Staff here in the Division of Assessment and Student Information take seriously our role in ensuring that the assessments used to evaluate the education system in Washington are of the highest quality. We strive to make sure you, district leaders, have the information and support you need to implement the assessments smoothly each year. We also do our best to make sure teachers and families have high quality information and resources to support their work with students. This training is intended to provide DCs a solid foundation for the many assessment tasks in the year ahead.

What is new or different? For the 2022-23 School Year

New Embedded Accessibility Features in TDS Color Contrast: 3 additional selections (Red on White, Yellow on Black, and White on Red). Word Prediction: new embedded accommodation for Chromebook users only. Multiple Choice/Select questions: border boxes appear around the text of the response options, allowing students to select an option by clicking anywhere in the box. Hot Text questions: now use borders and highlighting to emphasize clickable text elements before students select them, making it easier for students to see which text options can be selected for the response.

Non-Standard Accommodation Requests Beginning this year, Non-Standard Accommodation Requests will now be submitted in the Assessment Reporting Management System (ARMS) A new Non-Standard Accommodation Request form will be added to ARMS This is a more secure way of submitting this secure student information, and will also streamline the process.

Monitoring of Assessments Desk/virtual monitoring and on-site monitoring of Smarter Balanced, WCAS, WIDA Assessments and WA-AIM Monitoring will be used as an opportunity to better support districts by identifying where additional resources, processes and/or guidance is needed. Monitoring is not a compliance activity, and evaluations do not result in negative impacts for districts Districts selected for on-site monitoring will be notified in the fall of that school year.

On-Site Monitoring Visits Two to three test session observations. Observations will be at different grade levels and with different test administrators where possible. Observations can be of any content area or domain. 20 - 30 minute conversations with school and districtlevel personnel familiar with testing processes and expectations.

Smarter Balanced Assessments The Smarter Balanced adjusted blueprints for ELA and math have been adopted for the spring 2023. This is the same blueprint that was used in 2022. As in 2022, students will have 30 calendar days to complete a Performance Task (PT), counting from the first day they log into the PT. For more information on testing schedules, times, and order of administration, see the Test Administration Manual for Spring 2023.

There is a hierarchy in the roles: DCs have the most permissions, DAs have slightly fewer permissions DCs/DAs can access all schools/students in the district DC/DAs can do everything the SC/TA roles can do, and do not need to be SCs or TAs at specific schools SCs have the most access at their school, and can administer tests without the TA role Access to the Smarter Balanced Digital Library is built into all the school and district roles. No need to also have the SC TFT role.

WIDA Screener

WIDA Screener State law requires that all potential English learners must be screened and receiving services (if eligible) by their 10th day of enrollment/attendance. All students potentially eligible for program based on their home language survey must begin receiving EL services within 10 days. All students who were provisionally identified ELs in previous years and never screened must be screened using a WIDA screener within 10 days of the start of the new school year. (This includes students who continue to learn in virtual learning settings)

WIDA Screener Tests and Training The WIDA Screener measures a student’s reading, writing, speaking, and listening skills and knowledge in English. Test administrators will need to complete administration and scoring training in the WIDA Secure Portal before administering WIDA Screener tests. DCs provide access to screener training in the Secure Portal. DCs will also need to enable testing and scoring privileges in WIDA AMS once TAs have completed training in the WIDA Secure Portal

Screener Tests The Kindergarten Screener is a paper-based test administered in a 1-to-1 testing session. All sections are scored by the test administrator. The Online Screener is for grades 1-12. The Reading and Listening sections are scored automatically by the computer. The Speaking and Writing sections are scored locally. Grades 1-3 have a paper writing test that accompanies their online screener. There is a paper screening option for students with a 504 or IEP in grades 1 through 12. Please contact [email protected] if you need a paper screener form.

Kindergarten Screener Materials Districts must order the Kindergarten Screener materials they need from WIDA. Most districts tend to only need consumables for testing as non-consumables can be reused from previous years. Contact [email protected] for the ordering process. Materials typically take 7 to 12 days to arrive in district.
