Asbestos and Hazardous Material Abatement Procurements OSE Facility Directors Conference 2015

What is Asbestos? Asbestos is a mineral fiber that occurs in rock and soil.

Where can I find Asbestos? Because of its fiber strength and heat resistance asbestos has been used in a variety of building construction materials for insulation and as a fire retardant. Attic and wall insulation produced containing vermiculite Vinyl floor tiles and the backing on vinyl sheet flooring and adhesives Roofing and siding shingles Textured paint and patching compounds used on wall and ceilings Walls and floors around wood-burning stoves protected with asbestos paper, millboard, or cement sheets Hot water and steam pipes coated with asbestos material or covered with an asbestos blanket or tape Oil and coal furnaces and door gaskets with asbestos insulation Heat-resistant fabrics

Other Building Hazards PolyChlorinated Biphenyls (PCBs) – used in ballasts Lead Base Paint – used to increase paint durability Radon – naturally occurring radioactive gas Ozone Depleting Substances (ODS) ChloroFluoroCarbons (CFCs) & HydroChloroFluoroCarbons (HCFCs) – used as refrigerants, insulating foams and solvents Methyl Bromide – used as pesticide Halons – used as fire extinguishers Methyl Chloroform – used as solvents Mercury – used in lightbulbs Mold – fungus growth in high humidity areas

Abatement Procurement Step One – Identification & Testing Is it hazardous? What is the hazard? Where is the hazard? What building components and materials contain the hazard? How much? One room? One hallway? The whole building? Identification & testing must be performed by a DHEC certified inspector. Procurement may be obtained through appropriate Professional Services Indefinite Delivery Contract, Small Professional Services Contract (less than 25,000) or Large Professional Services Contract (greater than 25,000).

Abatement Procurement Step Two – Decision Is this just abatement or part of larger construction project? Inspector to prepare documents for construction contractor competitive sealed bid or appropriate construction IDC delivery order * Award construction contract * Unless abatement amount is within agency construction certification. Report from inspector to be given to design professional to be included in larger construction project Design professional to complete construction documents
